What is the IBEW Local 40 NECA Plan?
The IBEW Local 40 NECA Plan provides comprehensive health and welfare benefits. It includes health insurance provided by Kaiser Permenante, a dental plan provided by Delta Dental, and a Health Reimbursement Account provided by Putnam Investments.
The Health and Welfare Plan
The Health Plan was established for you as a result of a collective bargaining agreement between IBEW Local 40 and the Los Angeles Chapter of the National Electrical Contractors' Association. Your Employer has agreed under a provision of the collective bargaining agreement to make contributions to the Trust Fund that are used to pay for the costs of the benefit plans.

Am I eligible for the plan?
You become eligible for the health and dental benefits upon completion of 120 hours of work on a month to month basis. Hours worked in excess of 120 hours per month are carried over to months which may have less than 120 hours.
You will be eligible for benefits under the IBEW Local 40 ‐ NECA Health and Welfare Trust Fund the first day of the fourth calendar month next following the last month in which you had worked at least 120 hours. For example:
